The role/Job description

An external evaluator is required to undertake an evaluation on the Programme of ChinaDev and CCP.  The overall objective of the evaluation is to assess the effectiveness of achieving the objectives on Chinese Outward Foreign Direct Investment (OFDI) in agriculture, development aid and finance especially Asian Development Bank, and climate change under two connected strategies, ChinaDev Programme Strategic Plan (2014-2019) and China and the World Strategy (2016-2019), and to identify what needs to be changed in next Oxfam Hong Kong’s strategic plan.  The consultant is expected to (1) plan and conduct the evaluation; (2) facilitate the participation of relevant stakeholders in the evaluation process; (3) undertake the data collection and analysis; (4) write up the evaluation report.

 


Required skills and competencies of the external evaluator

• At least eight years’ experience with relevant expertise in agri-business; and/or corporate social responsibility; and/or policy and practice of development banks; and/or climate change;

• Demonstrated capacity in evaluation, i.e. experience in designing and skilled in evaluation approaches and techniques

• Degree holder in relevant subject

• Good understanding of the context in China;

• Good facilitation skills, particularly on designing of stakeholder consultations exercises;

• Strong quantitative and qualitative data collection and analysis skill.

• Proficiency in English and Chinese
